Who makes the rules around here?

I always wondered what the deal was with daylight savings time and who decided they got to change time? Well, i finally looked into it and it has been around since World War I...guess I won't be fighting this decision anytime soon.

"Daylight Saving Time has been used in the U.S. and in many European countries since World War I. At that time, in an effort to conserve fuel needed to produce electric power, Germany and Austria were the first to take on the change. The plan was not formally adopted in the U.S. until 1918. 'An Act to preserve daylight and provide standard time for the United States' was enacted on March 19, 1918."
